Auto-detecting AGENTS.md and CLAUDE.md without manual setup

Instead of copying and pasting style guides into a web dashboard that immediately goes stale, CodeOtter queries the GitHub API for AGENTS.md and CLAUDE.md at the repository root whenever a repository is onboarded or reviewed.

When both files exist in a repository, CodeOtter merges both instruction sets into the review context for both the System One rubric engine and the language model. Teams can toggle guideline enforcement per repository via the gear icon in Settings → Repositories.

Strict organization isolation (?org=) and role-based access

In CodeOtter, everything is scoped to the active organization selected in the sidebar header (remembered in localStorage under pr-scorer.org and passed as ?org= on every API request).

Accounts are governed by three roles—owner, admin, and developer—enforced server-side by gate() in server.mjs on every data and settings endpoint. Platform-wide pages (OAuth, Accounts, Local Models) live under Admin, while organization-specific repositories and webhooks live under Settings.
